Election Commission shows predictable bias

From the San Francisco Chronicle...

...the Federal Election Commission ruled Wednesday, fining [Swift Boat Veterans and POWs for Truth, and MoveOn.org Voter Fund] -- along with two affiliated with the League of Conservation Voters -- for failing to register as political committees, which have much stricter fundraising rules, and for raising millions of dollars over the limits that apply to such committees. 

The Swift Boat group was fined $299,500, the MoveOn group $150,000 and the League of Conservation Voters group $180,000.

I'm in a hurry so I can't do the leg work, but, correct me if I'm wrong, didn't MoveOn.org spent like a gazillion times more than the other, Conservative, groups? So why is their fine less? Why are we tolerating an FEC that operates as an arm of the DNC?
