Bill Gates complains of lack of “skilled” programmers

Microsoft is having a hard time finding skilled workers within the United States, and the lack of H-1B visas for skilled workers is only making the situation worse, Gates said in a panel discussion at the Library of Congress.
"The whole idea of the H-1B visa thing is, don't let too many smart people come into the country. The whole thing doesn't make sense," Gates said
I guess out of the 290 million some odd people in the US there are only so many people incompetent enough to produce the kind of bloated, bug-ridden coding that fits Microsoft's needs.
The qualification, I believe, are as follows:
• Must be able to write code using at least 10 times the actual needed space.
• Must be able to produce code that will cause a minimum of four system crashes daily
• Ability to steal code from other companies a plus
• Must be able to waste at least half the work day making moronic “easter eggs”
• Ability to write coherent documentation not a required skill
